I wish I knew…. anyone recognize it?
From what I can find on Google, there is an art installation like this (one-way mirror toilet) near the Tate in London, but I’m not sure of the location of the specific photo you posted. (Sure, it’s opaque from the outside, but I can’t imagine being totally comfortable using the facilities inside! Unless I really needed to go.)

Oh my god! Jeff, your comment made me think that this would be the ultimate toilette for exhibitionists to misuse.

I think this particular exhibit is in Basel, Switzerland near the plaza of the annual art fair…I read about this sculpture here:
